There are levels of prophecy, and of all the prophets, Moshe Rabbeinu was the only one who spoke with Hashem “face-to-face”. The malach Gavriel explained that the reason Daniel could see him was because Daniel had fasted six days a week, from Shabbos to Shabbos, for 21 years (some say he fasted 21 days).
